Be involved in your local Chamber of Commerce and industry association and include your business into their directories.

Get involved in local community events. Not only is that on-target with your mission, it’s good to make more people aware of your practice. And if they publish their events online (who doesn’t), it means extra inbound links for you as well. If you can’t get involved, perhaps you can sponsor a local event, and ensure the sponsorship package include a permanent do-follow link.

Get involved with local universities and offer discounts to students. Ensure there are public links available for students, and … for your SEO.

Competitor research: find out where they are getting their inbound links from, and if appropriate, obtain these too.

Pursue links from niche bloggers and local online publications.
